While individual US dealers may have had arrangements to install car phones, there was no nationwide "accessory car phone" back in the C900 era. The US's mish-mash of carriers and plans, using different parts of the radio spectrum, plus the myriad of potential phone types would have made that impossible to administer and support.
The best that Saab did in those days was to provide a radio with a "mute" connection so the phone could mute your stereo when you were on a call, and perhaps an accessory to provide a spot to mount the phone.
Even so, if you could obtain all the parts to put it all together, it likely wouldn't work at all on any current US carrier, as they've pretty much all switched over to digital.
Even a 2000 or later 9-5 with OnStar has a useless OnStar system today (has had since 2008!) because of the change from Analog to Digital.
My Sister's 1999 BMW 740iL has a useless car phone built into the center console... You can't activate them any more.
If you really want phone-on-the-go, the best way to fly is a new head unit with Bluetooth, since all phones have Bluetooth these days...
