First of all it won't start when cold (here do you mean outside temp ; as the weather is fairly warm most places in the USA) or do you mean when the engine is cold from not operating? Then you say you wait 15 minutes and it starts. Could be lots of things. here would be my check list, not in any order. Replace the distributor rotor. Mine has left me sit, but the car was already run then made a stop at a store , then would not start again. Different from what you present. Spark intensifier. Again not like yours , but when engine has been run , the intensifier would overheat and not start until cooled by normal cool down or computer dusting spray. Hall sensor at crank the same way although yours is at distributor. Fuel not up to fuel rail. Although all my Saabs are now 88 or newer and may differ from yours the fuel return check valve at the fuel pump can cause hard or much longer starting as fuel is down in tank instaed of being held in fuel rail. Lots of other things but since I don't know exactly whatyour terminology is describing I will stop at these few suggestions.
