Your idea is implausible, though I should say it more nicely - - not likely. There, how's that?
The slave cylinder works or not. It can't not move if it's being pushed by fluid coming out of the master cylinder and down the line to it, unless it's leaking, and that would be obvious, as well as highly unlikely on a new cylinder.
The master cylinder sometimes behaves like a bicycle pump whose cup isn't sealing to the barrel, slipping down without pushing anything. Same thing, actually - - the little cup that does the pushing is worn or inflexible. They can be rebuilt, and that can even be done with cylinder still in car, if you want to work under the dash. Or replaced.
