There is a black plastic hard line that goes forward to the engine bay. It in turn connects to a check valve that goes to the intake manifold. So, the black hard line is a vacuum supply line that lets pressure go negative in the tank.
Therefore, put a length of hose to the tank nipple and suck on it ( after you drain out the evil water ) and see if it holds vacuum by letting your tongue close the hole in the hose. Or a mityvac if you don't like to "mouthup" on the hose.....
Once you know the tank can hold negative pressure, look at the connector between the hard line black hose -- it is an adapter that can split and leak out the vacuum. If it is in good shape, then just connect it to the nipple on the tank that you are able to draw a vacuum. That black line being disconnected should help cure some ills with your engine idle as it is just like a hose disconnected from the manifold.
