I think when talking about going up- and down-hill you're referring to low/high vacuum in the intake, not the (absolute) pressure - the latter is increasing the the load the engine is currently subject to.
And although I'm not positive I've got what you're complaining about, I think it's the recirculation flap which goes open and closed not per your commands, but on its own according to the intake manifold pressure. Right? In this case I'd say that either recirculation solenoid which is kaputt or the vacuum line going to this solenoid is either leaking (eh... sucking, actually) or folded. Or the same goes for the line which this line is taking the vacuuum from.
You can find this solenoid (electro-pneumatic relay) in a few inches off the recirculation flap housing.
