The wastegate has an actuator on it. The actuator has a spring and a diaphragm inside it. That actuator is set to allow the wastegate to open at a predetermined pressure--6 psi. The APC solenoid applies pressure to the diaphragm to allow the wastegate to stay closed beyond the predetermined pressure of the actuator. Disconnecting the APC solenoid makes the wastgate open at whatever pressure the actuator is set at. If you disconnect the APC solenoid and your boost goes beyond 6psi, then you have to lengthen the actuator arm until it is in the proper range. You need a calibrated pressure gauge to do that accurately. The Gauge in the dash is not calibrated.
