That's a real bummer of a job. I've done it myself after every body shop I spoke with would not even give an estimate. They just flat out refused the business. The windshield seal had been done wrong and by the time I bought the car, it had collected water for years and eaten through the floor.
I ended up just buying sheet metal and fitting it in there myself, sealed with really good caulk, and riveted it all down and undercoated. It lasted for years even after flying off the interstate once. My indy mechanic once said it was the best floor job he had ever seen. I suggest doing something like that rather than cutting the floor out of an already rusting parts car.
