That would be the line to the recirc solenoid -- and you are right that it is by the PS reservoir on the early models. The later models it is mounted in a very tight spot inside the passenger footwell. The firewall has a nipple on both sides, the engine bay ( under the evaporator ) and then inside underneath all the HVAC stuff on the passenger side that then goes into another hose to the recirc solenoid upper right side of the footwell.
