I would not rely on the gauge to tell you anything about what the fan is supposed to do, especially in the in context you've described. If the switch works when you heat it up manually, and the fan turns on when you bypass the switch, it sounds like the system is healthy and working like it's supposed to! The only scenario where something unexpected could happen is if you have no circulation through the radiator - but if the upper radiator hose is getting hot, that is likely not a concern. The only way you are going to know more at this point is with a thermometer of some type (infrared is easiest) on the radiator near the thermoswitch to see if the radiator is >89 degrees C. Frankly, it sounds like everything is doing exactly what it should and the engine hasn't gotten hot enough to turn on an 89 degree switch yet.
