3M Super 77 for the spray. Spray on both the material and the shell, wait a few minutes until it is almost dry but still tacky - not wet - and then stick together. Use contact cement for the edges and detailed spots.
That process has worked well for me. Recently at work though (I work at a school), I hired someone to make a very large display board covering a 27' long, 12' high wall. We wanted it made out of velcro material so we could just velcro stuff right to it. I found that headliner material was almost the same as the sheets of loop material. So I decided to try the headliner process on it. I purchased a TON of 3M Super 77 and sprayed down the entire wall and stuck up the sheets. They didn't last more than a day before they were peeling off. So I had them tear down all the sheets and bought a bucket of contact cement and some rollers. They rolled the contact cement right on and put the sheets back up. It has stuck fast to this day and no seep-through or anything. Just solid. So I might try that on my next headliner - just use all contact cement.
