Unless you want to spring for a multimeter with tach function, or an engine diagnostics meter, just use the tach inside the car. It is accurate enough to, at the very least, get you to be able to bring the car to someone with a more accurate meter.

Set the idle (assuming it starts, of course) to a couple needle widths below 1,000 RPM. This is pretty close to the 850-900 RPM of the spec. If you think it should be a little lower or higher, that's fine, just eyeball it so it is in that range.

Connect the timing light to 12 volts (battery), then connect the sensor clamp lead over the #1 spark plug wire, remembering that #1 cylinder is at the firewall.

The timing is checked looking at the edge of the flywheel against the plastic line molded in the clutch cover near the top center. You may have to move some turbo tubes around to see it.

The RPM and timing spec is written on the emissions sticker.

After you set the timing, check the RPM again. If the RPM has changed, adjust that, and check/adjust the timing again.

IIRC, you need to pinch off the vacuum line to the advance for proper reading. Don't just remove it, it needs to be plugged, as the extra air may interfere with the setting.
