You might try a different flasher relay. Like the emergency flasher switch the relay is not "handed", but it could be that the resistances on the LH and RH sides of your car are slightly different, and there's just enough difference to cause different current draws under the conditions you describe. Could be that one of the combination bulbs (park/turn) has a higher resistance to ground on one side than the other, and when you turn on the park lights the voltage on the ground side of he bulb is just high enough to interfere. I just can't get away from the flaky ground scenario. Problem with these circuits is that there are multiple bulbs in parallel in each circuit (park/turn), and several bulbs that share grounds. When a normal path is disrupted the juice finds alternative paths to ground, and weird things happen.
