You should consider getting your hands on a copy of the Bentley manual, It's invaluable if you're doing work yourself.
First things first - all the rubber vacuum lines are suspect if they're not new or replaced with silicone. All the HVAC servos are vacuum powered, as is the cruise control. The vacuum system for the HVAC has a canister in the right front quarter, just behind the wheel, using vacuum from the intake manifold. The Cruise control system is separate, and has it's own vacuum pump in the opposite corner (behind the left headlight). Next thing with the cruise control is there are switches on both the brake and clutch pedals, just above your feet. They can either be mis-adjusted or broken.
