You can get at it from under the dash without removing anything if you; are not a large person, don't mind laying down upside down to get at it. No need to remove anything if you are OK with that. Not a picnic to get at, but doable. Best thing to do, is disconnect the vac line on the cabin side of the firewall, connect a length of new hose to the old one (to the engine bay) with a barbed internal connector and then pull the new one out and up with the old one. Then just snip the new one to length inside the car and reconnect it to the vac line under the dash to the instruments.
But, as Saabina said, the hose down below the coolant tank that passes through the firewall may not be in bad shape. It doesn't get as much heat down there. You may just be able to snip the bad section off and splice a new line into the old one just before it goes into the cabin.
