Usually the issue is that, if there's an ECU problem, the fuel pump doesn't run at all. In the ECU, the transistor that allows passage of current to energize the fuel pump relay burns out and the fuel pump doesn't run. That's a relatively common problem with '89 ECUs. Bosch's supplier for the transistors must have had a bad run that year.
(FWIW, I picked up a small handful of replacement transistors and have been looking at replacing the fuel pump output transistor in a non-working '89 ECU as a test.)
It's likely that somebody did some rewiring under the dash to bypass the ECU and allow the fuel pump relay to be energized without the ECU and *that's* the reason that you need to pull the fuse to shut off the fuel pump. You'll want to do some under-dash tracing of wires to see what's really going on.
