I've thought about this quite a bit, and I suspect the primary issue is that the original padding continues to age and expand/dry/crack so no amount of repair will be truly long-lasting. I think the only way to have real success is to strip the thing down to the metal shell and start over.
I think using automotive grade vinyl is the right covering - just spray adhesive and new vinyl.
I *bet* there could be a measure of success using that urethane dash filler for the existing cracks and then applying new vinyl right over the old. I would guess that modern vinyl would have some elasticity in it that could handle the ongoing failure of the inner padding, at least for a while. I'm not sure how to finish such a repair, but perhaps some faux trim-grade leather with a fold over the leading edge and some stitching might make it look like it supposed to be that way, and be good enough. ;) Plenty of high-end cars have leather dashes, no reason a Saab can't.
