I HATE that! My '80 does the same thing. The smaller hose (about the thickness of a big thumb) has a metal cylinder on the tip where it goes into the tank. The tank hole is just a hole and there is a rubber grommet that seals the metal cylinder in the hole. That rubber grommet is your problem. It rots over time because rubber and gas don't really mix well. I looked for a long time for replacements, but couldn't find much. I'm sure if you can find a part number, dealerships could get it. I have just been grabbing them from cars in the junk yards when I find them. They used that same grommet all the way up to 88 or so.
If you get a replacement grommet, know that it has to be fuel rated rubber. Otherwise it will just turn to peanut butter in about a day.
