A good question regardless of what BB. As mentioned a mixture of oil & condensation. Many years ago, my father had an early Volvo 164 which had this problem way worse. What causes this is engine temperature does not get warm enough and or car is driven only on short trips.Perhaps a higher temp. thermostat might help or possibly try a different oil. Also the PCV system may be mucked up. Since you mentioned it is a 429, my guess is this is a '60's era Cadillac, great cars imo. There is a '69 4 door hardtop sitting abandoned outside on a property near me which is calling for my attention!
