Wiper madness!

The windshield wipers on my '91 C900 have run amuck. Sometime they start by themselves, someime they won't shut off, sometimes they won't auto park... usually not much influenced by the control stalk position. Removing fuses for main wipers, headlight wipers, and for washer pump doesn't even shut them down, even when the key is off and out of the ignition. Looks to me like the controller relay buried deep behind the instrument panel, left of the steering column, is probably bad. Can't find that relay anywhere. No junked C900s around here (Chicago west exurbs) as far I can tell. Can't really use the car with no wipers. S'pozed to rain hard this afternoon. Suggestions??? Work-arounds?
