What was the actual voltage you measured at pin 85 with the headlight switch off and the key in "run"? It must not have been 12V or the high beams would have been on. If it was 12V and the high beams weren't on, it suggests the ground side of the relay control circuit is not wired to the high beams as it should be.
I guess the next thing I would do is verify that pin 85 is wired to the high beam fuse (as Simon S points out) and not somewhere else. You could remove the two screws and lift up the base of the main fuse/relay panel and inspect underneath (disconnect the battery first). You could also pull the fuse (#15?) and the relay and do a continuity test from pin 85 to one side of the fuse socket, but continuity tests can be misleading due to backside circuits (through the loads).
Somehow the foglamp relay is being defeated by putting voltage on the ground side of the control circuit, which is how it's supposed to interact with the high beams normally, but you seem to be picking up voltage there when you shouldn't be. Either the ground side of the relay is miswired, or some current is leaking onto the high beam circuit.
Another thing you could do is pull either of the high beam fuses and check to see if either side of the fuse socket is at the same voltage you measure at pin 85 with the key in "run". This would be another indicator whether they're wired together as they should be.
