I pulled the bolster and checked all the hoses to the transducer and fuel cutoff. One was shoddy and I replaced it. The transducer measured 10ohm with the car off. I ran it up to 15psi, then back down to around 9 and measured the correct 85-95ohms, so the transducer is working.
The cutoff valve read short with the car off, and tripped at around 18psi if I were to guess. That worked reliably.
The wiring to the clutch pedal switch was unplugged, and the clutch vacuum part of the switch always seemed to be like the clutch was depressed. I adjusted both brake and clutch switches so that they are closed when not depressed, and open when you depress a pedal, so we'll see what happens.
