The extra coolant passage holes in the top of the block are a means for the foundry to remove the sand cores that create the block's coolant passages in the process of sand casting the block.
Masking of some of them creates a front-to-back (or in our case, a back to front) path for the coolant to create consistent cooling and minimize hot spots in the engine.
They're also probably engineered to be equally-sized and properly placed around the block for consistent expansion/contraction cycling to minimize the possibility of cracking.
