Calif Emissions, passed (jusr barely)

passed smog, but (like last time) just barely.
Numbers were:
(1) 15 mph, 1850 rpm, HC 81 (max is 81), CO 0.17 (max is 0.52), NOX 739 (max is 791)
(1) 25 mph, 2860 rpm, HC 19 (max is 63), CO 0.05 (max is 0.43), NOX 361 (max is 511) CO2/O2 was 14.6/0 at both speeds
Last time I did this (2011) numbers were a similar (HC 79 &44, CO 0.17/0.37, NOX 655/480)
And for some reason this year they tested 25 mph in a lower gear, so rpms's were 2860 instead of 2100.
I didn't do anything special before the test, just made sure O2 sensor was cycling, and checked timing was at 16. And made sure car was warmed up. Still have original cat, some items (injectors, fpr, etc) have been replaced over the years.
So how have others fared with Calif emissions? Any tips for getting the HC at low rpm/s down?
