Narrowing down the problem - 89 turbo

Was sitting for some time before I bought it. Sometimes it runs excellent, with no issues and plenty of power. Then, suddenly, it will idle at 3K. Also, it is having an issue starting. Cold starts and runs very rich with clouds of smoke. Then very hard to restart after initially started.
I think its a fuel issue. The plugs, wires, cap/rotor look good. Checked the ohms on the coil and they were fine and the spark was nice and blue.
I pulled the vacuum hose off the fuel pressure regulator and did smell fuel. Is this a sure sign that it's bad? The check engine light is cycling on and off. Also think it may be a fuel accumulator or warm up regulator based on other posts? Trying to narrow it down so I can get back on the road..
