AIC bad?

Hi,
89 900 SPG with surging high idle. Plugging the main vacuum line off of the throttle body to AIC restores the low idle. Does that mean AIC is bad? Cleaned AIC and it seems OK.
Could it be wiring or ground to the AIC? Any guidance on how to troubleshoot that?
