I have this conundrum....whilst changing my upper plastic collar to restore my 91T loose wheel column, I apparently OVER tightened my clockspring. It was labeled with instruction to wind snug, then return 2.5 turns (maybe 3.5 turns, going from memory) to center position. I did all this, powered her up and the horn blows constantly. Ended up pulling the horn relay, and considering converting to early steering column & wheel (no airbag, no BS clockspring).
HOWEVER, if you are saying there is some way to restore the clockspring, I'm all ears.....please advise!
