You have to measure at the alternator itself to gauge the health of the alternator/voltage regulator. It should be just about 14.4v there - that voltage does change somewhat with temperature.
What you're reading in the dash goes through a lot of electrical connectors and has load on it - which is why you're seeing lower voltage there - thats perfectly normal (at most clean the distribution terminals and grounds).
