boost adjustment questions - 900T CE

Car:
1993 900T Commemorative Edition
Backstory:
I HAD an eccentric mechanic. Think Tony from Seinfeld. Because I had bad tires (among other things) on it when I first got it, he turned my boost down so I wouldn't, "wrap it around a tree". Over the winter, I made a bunch of cosmetic restorations, and bought a new set of V-rated tires. Our relationship is now over, due to a plethora of reasons, and now I have a 'dog'. I never had a chance to have him "give me all of the boost'".
The CE is rated at 185 bhp at 5500rpm, stock. It also came with a red box APC, a 2.8bar Fuel Pressure Regulator, and a special distributor with enhanced vacuum advance.
Questions:
1. How did my former mechanic 'dial back' the boost? What goes into that process?
2. Can this easily be turned back up? How?
3. What precautions should be taken so as to not damage the engine in providing more HP?
Thanks in advance for any insight or knowledge. I'm obviously not a mechanic, so I defer to experience and technical knowledge.
