Albert, Yep it probably is something like that. 1986 LH 2.2 ECUs are very reliable and are almost never the origin of a fuel problem (in my experience). That is a year when Saab used some of the magical decaying wire so that might be part of the issue. Take a good hard look at the black ground wires that are attached to the engine lifting lug by the thermostat housing. Those grounds are critical for the injection system and if even one is poorly grounded you could certainly get the problem you are describing. Otherwise my number one suspect would be the fuel pump relay or the system relay. Those do go bad and can cause the problem you're describing. They are hard to get hold of and you might want to remove the knee bolster to make it easier since you could end up having to do pin tests and such under there too.
