I'm assuming here that fuses are OK.
There is a pressure switch that prevents the system from switching on if there is insufficient refrigerant. Even though there is some in the system there may not be enough pressure for the AC to switch on. Just check the switch with a continuity tester.
If your car has the overheat switch in the upper radiator hose check for continuity there also. It switches the AC off if the coolant gets too hot, or if the switch is defective.
I'm pretty sure there's an AC relay involved as well. It's controlled by the computer, so there's more opportunity for failure.
I don't recall if the fans are affected by any of this. I repaired the AC system on my C900 about a dozen years ago and don't remember all the details at this point.
