The AC fan circuit sort of "pigtails" into the circuit in question. If you are getting voltage as you say then the problem is either that the ground wire on relay pin 31 isn't grounding, the relay is defective or the circuit between the relay and fan (relay pin 87, green/white wire) is open somewhere. Pin 87 is connected to the sensing switch in the radiator and then a green wire goes from the sensing switch to the passenger side fan.
You either have a bad component or a defective wire somewhere so to test the wiring; Disconnect the wires from relay terminals 30 and 87 and connect those wires together then do the same thing at the sensing switch in the radiator. At that point there is nothing between fuse 25 and the fan motor except wiring so it should run (if it's securely grounded). If it doesn't then there is a defective wire. If the fan runs then reconnect the wires to the terminals on the relay and the fan should run with the key in run position. If it does not then the relay isn't closing either because it's defective or pin 31 isn't securely grounded or pin 15 isn't getting 12 volts. If the fan runs then you must have a defective sensing switch in the radiator (although it's still jumpered) or low coolant level. I say that because at that point you've eliminated everything except the (still jumpered) sensing switch so it must be the culprit BUT keep in mind that if the coolant level is very low the sensing switch will never close even if it is perfectly good.
