I am hardly an expert on this, but there are I think 2 aspects to this. 1) is to go across the border, there is some taxation and also some sort of inspection I think to ensure it conforms to Canadian standards. 2) each province has different rules - some have annual safety inspections, others like Ontario only inspect when you buy a car. Ontario also does an emissions test on used cars prior to re-registration under the new owner, and every 2 years. Some provinces do not do the e-test. I don't think criteria are as stringent as in California, and in general, a decently running 900 will usually easily pass the etest.
I don't know all the details of what needs to be there for each safety inspection in each province. You might get away with the steering wheel swap or not - not sure... actually, I'd be a little more concerned with whatever happens at the border in that regard, but maybe they won't know?
hopefully someone who has brought a car across the border will chime in. Les (check on General or 9-5 bb) will know the ins and outs, at least for Manitoba.
