I agree with Zaab, a mapp gas torch is much hotter and will get nut to glowing faster.
Either way, fill something with any oil you choose, drained waste motor oil works fine, something you can dip the tie rod down into once the nut is heated to glowing.
Then MAKE SURE YOUR TORCH IS OFF and keep your face out of the way as you plunge the tie rod into the oil, or rather raise the oil up to cover the tie rod. It will make a cloud of oil smoke briefly, till it cools. Flammable and face-dirtying.
Then try loosening. Oil will boil into the crevices and make the rust into rust shortbread, ready to crumble away. Repeat the heating and quenching, and then re-heat just before putting the wrench on, if one time doesn't do it.
My advice on vise-grips is use the larger 10 inch size. The 7 inch ones, even locked as tight as possible, tend to just slip and chew away metal.
Doesn't the tie rod have a flat made on it for an open end wrench?
Nut splitter, or cutting a slit in it with hacksaw, sawzall or dremel and cutoff wafer, are all other options, but you need a replacement locknut.
Clean the tie rod threads up with a stiff wire brush in a drill, or air die grinder, and oil and run the nut on and off a few times, before reassembly.
