Sorry, but I'm not following the logic for a "test gauge" taped the to windshield.
If the fuel system you've got will supply 3bar to the rail while the car is in the driveway and rev'ing to the same RPM as your typical gear changes, why do you think it won't when moving? What else is changing?
If you are convinced you need actual "motion", why not put it on stands (don't trust a pair of those SAAB jacks) and wind her thru the gears in the air with the hood safely open and your rail gauge in plain sight.
As the others have said......if there is a will, there is a way. Sorry I just can't follow why a "rolling test" is necessary to confirm proper capability.
