From what I can see in the photo those gears look fine. I would put three new chains on them and make sure that the hydraulic tensioner is mounted right-side up. It can be installed up-side down and then it won't collect splashed oil and will fail to pump up and tension the chains. Make sure that the spring between the tensioner shoes is in place as well as the plastic pins in each shoe (at the ends of the spring). If any of those parts are missing or damaged the tensioner won't work.
