The fifth gear fork is fixed to a tube that is moved by the selector "finger". That finger swings past notches in all the forks when you move the shift lever left or right. You stop at the appropriate notch and engage the desired gear by pulling or pushing on the lever. The notch on the tube that's related to the fifth fork can break off (theoretically) and then the finger would be unable to move the tube and the fifth fork but would still engage all the other gears. You can see the finger and all the notches through the dipstick cover plate. If the tube is broken the unit will need to be disassembled to fix it.
A more likely possibility is that the pin that secures the fork to the front end of the tube is missing (why?). In that case the tube will move as intended but the fork will not move. If a C900 expert looked inside the fifth gear cover he should have seen whether the pin was in place or missing. This problem is easily fixed by just inserting a proper pin and replacing the cover.
Also, the fifth gear itself can sometimes shed it's synchromesh teeth and have snap rings escape and both will eventually prevent fifth gear engagement. That is usually related to other problems in the unit and requires that it be rebuilt.
