If the NTC sensor is new, then there's probably a vacuum leak somewhere.
Vacuum leaks are the bane of the Turbo driver. Anything that lets unmetered air in will make the car harder to start when it's cold.
- Check all vacuum hoses for splits or checks
- Check the rubber bushings that hold the vacuum hoses to the intake manifold. If you can easily pull one out, replace it.
- Check the bushing that holds the PCV nipple into the valve cover. If it's easy to pull out, replace it.
- Check the PCV hose for splits or looseness, especially where it goes onto the PCV nipple. They tend to split.
- Check the spot where the PCV tube bayonets into the rubber bushing in the plastic turbo inlet duct.
Replace anything that fails these tests. If nothing else, it will run better when the temperature rises.
