I'm thinking it pretty much has to be an issue with the ground at the rear lights, or you've got something shorted out. Did you check the impedance of the grounds from the brake bulb socket? I could see joints being bad that would light up a bulb tester but still cause this problem. The brake lights turning the signal cluster on, means it's either energizing the hot line, or it's using the bulb for ground. removing the bulb and testing with a multimeter at the socket can tell you which is going on.
