On a '92, all the wiring should be in place - the socket in the fuse box, the connectors at the bottom of the radiator, and the connector in the dash.
What doesn't work here, of course, is that the factory setup disables the fog light relay when the high beams are on. I need to re-look at the wiring diagrams, but I know there is an easy way to fix this - you just need to reassign a wire in the fusebox or the dash, I can't remember which.
