I used Lucas power steering stop leak in a really leaky 1992 and it worked for years before it started leaking again. Scrapped the car before changing the rack.
I added it to my existing 1993 two years ago when it started leaking, now it leaks no more.
It's just thicker lube. Because of this it should increase the wear rate of both the rack and pump, especially when the weather is cold. But I will be replacing both 25-year-old units with rebuilt ones anyway. Because of this, in my opinion, any drawbacks are mitigated.
