If the power steering pump has a sloppy seal, or if one of the hoses is leaky. sometimes they spray PS fluid back towards the firewall.
Since SAAB made this car for both left had drive and right hand drive countries, they provided a port hole for the steering column for right hand drive countries and sealed with a plug it for the rest of the world.
Here's a photo of that porthole
The plug is behind the power steering pump and is sealed with a rubber gasket. If the seal wetted with power steering fluid for a long time, it deteriorates a bit and lets PS fluid seep into the passenger side footwell.
The same thing happens if the rear main seal is sloppy.
I've seen that on a few 900s over the years.
