You are correct, that is a 25 amp Bosch type fuse and it was used on later cars but not sure how late, maybe through '94? Replacing the fuse carrier and fuse with an ATO type is perfectly fine just be sure to solder or crimp the wires. You can get in-line ATO single fuse blocks at most auto parts stores. Not sure what "no cycling" means but if the top doesn't move when you work the switch consider that there is a switch related to the parking brake lever that must be depressed to complete the necessary circuit and that switch could be at fault.
