According to the Saab factory manual sec. 3.2 for 1991-92 there should be a total of five gray wires associated with that terminal block. It does not specify which wire is on which stud and it doesn't matter of course. There is one white wire that could be mistaken for a gray wire. Otherwise the manual is not consistent with reality and that never happens (haha).
One gray wire supplies the ignition switch. one goes to fuses #25 and 26 the test socket and headlight switch. Another goes to fuses #27 and 28 and the headlight relay.
next one to fuses 21 and 31 and the fifth one goes to fuses 3,4 and 6 and the ignition lock relay.
The splices are under the fuse panel, remove the two screws and lift the panel up. (Disconnect battery first.)
