See if it is peeling off because it is dried out and has shrunk a bit. If so, use a heat gun to warm it up and bed it back to flat. The use an adhesive that handle high temperatures - normal contact cement will not hold for any length of time because the dash routinely get up to 120-130 degrees in the summer. Ideally, a black adhesive is best. I have used 3M's cement for attaching badges and trim (not their weather-stripping adhesive).
I can't remember if this product is black or clear, but it does the job.
