If the caliper isn't leaking with the bolt in, don't bother.
By rotors too thin to turn, do you mean they will be below the minimum service thickness after turning or they are below minimum right now?
If below minimum now, the obvious answer is replace them.
If not below minimum now but you believe they will go there after turning, don't turn them. The usual issue is the ridge on the outside of the rotor...you can knock it off with a small grinder...just spin the rotor while holding the grinder against the ridge, don't go too far or else you'll remove that area from the braking effect.
OTOH, if you don't remove the ridge, it will grind its way into the new pad very quickly and the long term effect is simply faster brake pad wear...say if you have a 2-3mm ridge you will have 2-3mm less brake pad to use before the ridge cuts into the brake pad backing plate.
