With ign on, both fans should come on with fan-switch bypassed.
It is likely a fan is tired, drawing high amps, if it runs then blow fuse. Esp true if someome used a low temp fan switch.
See if ea fan has same drag, or if they spin at same speed. Compare with another saab.
What happens when cruising on the road, AC off? Temp should stay at 1/2 or below, with no help from fans.
