Check your grounds. The main one for what is front of the car related is on the frame between the battery and the engine at the front. You can't miss it. This is a very common place for trouble. If all else fails you can add a seperate ground or each headlight to resore the brightness. You didn't sat what year your Saab is but it's safe to assume that it is old enough to have developed rusty ground points ??.
