A.Snaab is right. He's posted some responses on my similar problem and yours sounds exactly the same. I first suspect a bad wire but when I pulled the sensor off the gearbox and tested on the bench, it appears to work. On the car, no joy. So I am now suspecting either the spiral gear in the gearbox is split which apparently is possible although I've never heard of that on any other make; or a worn speedo sensor gear. A.Snaab had suggested that and when I pulled mine it looked OK, but Townsend has posted a service bulletin for '95-'96 model year 9Ks describing exactly our problem with the fix being a new speedo gear (PN 87-48-311). So I'm going to try that route first before I pull the gearbox (which is nuts to have to do that to fix this).
The thing that really gets me is that it affects idle and engine performance. If SAAB was going to set it up that way they should have pulled the signal from the ABS system where the sensors are easy to get to and replace. That's how it is on the NG900, 9-3 and, I think, the 9-5.
