Low-rev bucking at zero throttle...what is this?

Lately, I've been getting a pretty annoying "buck" when decelerating at about 1500rpm in low gears. So imagine going 25mph on a flat road in 2nd gear, letting off the gas, and allowing the car to decelerate on it's own. As you pass 1500, the car starts jerking, almost like it's missing (but that's not happening since you're at zero throttle).
Transitions on/off the throttle are also very rough and the car often jerks lightly at no throttle when going down hill at any speed. When coming to a stop, revs usually drop momentarily below idle.
Plugs are essentially new NGK gapped to .90mm, DI is new, Bypass Valve is new (Forge), vacuum lines are new, and all motor mounts are new. Have recently used fuel system / injector cleaner.
The only problems with the car (at least that I'm aware of) are a center muffler that's rusting out (not sure if it's leaking yet) and a very occasional overboost cutout.
