turbo delivery and overheating

First, thanks to those that responded to my earlier question. I have a '91 turbo that has recently been serviced twice (in the past 3 weeks). The fuel filter was changed which cleared up a surging when the car was running between 65 and 75 mph.
Question 1:However, now when the turbo is engaged the delivery is not linear and it hesitates like it is choking until you reach the leveling off speed. Any ideas?
Question 2:the car began to run extremely hot and it was serviced (new thermostat put-in)Now it is worse than before. The computer showed the fan kicking in and when I drove it today and it ran to red line, I stopped the car and the fan was still running. Any ideas? This problem freaks my wife out and she does not want to drive the car.
I have some money into the car and hate to sell it. I've been told the engine is strong. Any ideas would be helpful!!!! Thanks! Daniel
